The level system for sport shooters seeks to establish safety, promote excellence and create an environment that recognizes shooters’ progression in their skills.

Learn about the shooter levels below:

Shooter Level 1: To reach this level, you must take part in eight training sessions or competitions at shooting clubs every 12 months. At this level, the shooter may own up to four permitted-use firearms and a maximum of four thousand rounds per year, unless it is .22 LR or SHORT — for these calibers the limit is extended to eight thousand rounds per year.

Shooter Level 2: To reach Level 2, you must complete twelve training sessions at shooting clubs and take part in four competitions, including at least two at state, regional or national level, every 12 months. Shooters at this level are allowed to own up to eight permitted-use firearms and may purchase up to ten thousand rounds per year, with an exception of up to 16 thousand rounds per year for .22 LR or SHORT.

Shooter Level 3: This level requires a higher commitment, with participation in up to 20 training sessions at shooting clubs and six competitions, including at least two of national or international scope, over a twelve-month period. Shooters at this level may own up to 16 firearms, 12 of them permitted-use and four restricted-use. In addition, they are allowed to purchase up to 20 thousand rounds per year, unless they are using .22 LR or SHORT, for which the limit is extended to up to 32 thousand rounds per year.

Although it seeks to promote safety and excellence in the shooting sport, the level system can present challenges. These include initial barriers for beginners, restrictions on firearm acquisition and financial costs. Considering ways to make the system more inclusive and accessible is essential to support the shooting community and ensure everyone can enjoy the sport in a responsible and rewarding way.
